- Heat-treat the brownie mix by microwaving it in a bowl for 90 seconds, whisking every 15 seconds. Allow to cool.
- In a stand mixer or with a hand mixer, beat cream cheese until smooth. Add whipped topping and mix until combined.
- Add cooled brownie mix to the bowl and beat until incorporated.
- With mixer on low, add milk 1 tablespoon at a time until dip is creamy.
- Transfer dip to a serving bowl, sprinkle with mini chocolate chips, and serve with graham crackers, pretzels, or strawberries.
