- Heat a skillet over medium-high heat with the chili oil. Brown both sides of the chicken, about 3-4 minutes per side, then mince and fully cook.
- While the chicken cooks, whisk the brown sugar, buffalo sauce, vinegar, ginger, garlic powder, salt, pepper, and red pepper flakes together in a mixing bowl.
- Once the chicken is cooked, add the sauce to the skillet. Cook until thickened and syrupy.
- Serve over rice or cauliflower rice, garnished with scallions and toasted sesame seeds.
